One side is hinged, the other is a spring controlled positive lever lock.
The quick release locking lever on the side is for sliding the clamp around the hose and then locking it in place.
Once locked in place you can safely provide clamping pressure to a charged or uncharged hose via the threaded clamp.

-Used on long hose lays to replace leaking gaskets or punctured hose without draining the lay, turning off the pump, or closing the hydrant.
-Handy when draining water and uncoupling hose downhill on a long uphill lay.
-As a safety device when hooked up to a closed hydrant or pump and adding another section of hose. That way if the hydrant man or engineer thinks they hear a call for water you don't get whacked in the head by the coupling.
-Also used it on a downhill hose lay to reduce some of the pressure in the line.
